Building a house in Ghaziabad

Both rates are exclusive of GST at 18%, on built-up area, with a baseline of a 200 sq yd plot, ground plus one, under standard site conditions.
GDA sanction, and the part most people get wrong
In Ghaziabad your building map goes to the Ghaziabad Development Authority, and it cannot be submitted by just anyone. It has to be signed by a Licensed Technical Person — an engineer, architect or town planner registered with the authority — who certifies that your drawings comply with Ghaziabad building regulations, the National Building Code and the relevant IS codes.
This is the single most useful question to ask anyone quoting for your house: who will sign the map? If a builder cannot name an LTP, they cannot get your plan sanctioned, and you will discover that only after you have paid an advance.

Which fees you pay directly
Sanction fees, metro cess, elevated road cess, labour cess and development charges are government payments. You pay them to the authority at actuals — they do not pass through our accounts, and they are not inside our per-square-foot rate.
What we take on is everything around them: the architect, the drawings, the submission, and the follow-up until it is sanctioned. For an owner who cannot spend weeks going back and forth to the GDA office, that is usually the part that actually matters.
Keeping statutory fees outside the rate is also why our published number stays the number. A rate that quietly absorbs government charges has to be padded to cover the worst case — and you pay that padding whether or not your plot needs it.
What a Ghaziabad plot actually costs to build
The published rate is the starting point, not the whole answer. On any given plot, four things move the number:
Plot size against the baseline
Our rates are anchored to 200 sq yd, ground plus one. A smaller plot carries the same fixed costs over fewer square feet, so the per-foot rate moves.
Access for material trucks
Narrow lanes in the older colonies mean material is offloaded further away and carried in. That is labour, and it shows up in the rate.
Soil and what the plot needs below ground
Filling beyond the contracted level, rock, or anything requiring piling sits outside the package because it varies too much between plots to average into a rate.
Height and configuration
A basement or a third floor changes the structural design and therefore the cost, not just the area.
All four are assessed at the site visit, before any contract. Your final rate comes from an itemised BOQ after survey — and anything that changes it is discussed beforehand, not invoiced afterwards.
